They already have the funds, manpower, equipment, and it’s all the right color – green. They’d just have to train the Army Corps of Engineers in Permaculture and micro-economics and give them a strategic role rather than merely a flanking tactical role. Sure, some security would be required while flows of Nature got put right, but if people in those areas had an abundance of food, clothing and self-sufficient shelter, radicals and evil-doers would get no traction and we would win the battle for hearts and minds wherever our Green Services were deployed. Only desperate populations buy into war-monger rationalizations. Where there are no desperate populations, peace and tranquility prevail.
